Implementation of Regulation of the Regent of Central Bengkulu Number 43 of 2021 Concerning Civil Servant Discipline in Central Bengkulu Regency

This paper provides a template for preparing papers for electronic This study analyzes the implementation of Regent Regulation No. 43 of 2021 on Civil Servant Discipline in Central Bengkulu Regency. Using a qualitative method with a descriptive-analytical approach, the research examines four key aspects: policy implementers, policy content, monitoring mechanisms, and policy evaluation. The findings indicate that successful implementation relies on coordination between the Regional Civil Service Agency (BKPSDM), the Inspectorate, the Disciplinary Violation Examination Team, and direct supervisors. Civil servant discipline has gradually improved, as shown by a decrease in violation cases from 60 in the first semester of 2022 to 33 in the second semester of 2023. However, challenges remain, including limited technological infrastructure, employee resistance to disciplinary systems, and inconsistencies in sanction enforcement. The study recommends strengthening inter-agency coordination, developing technological infrastructure, and enhancing awareness and training programs for civil servants. This research contributes to understanding the effectiveness of civil servant discipline policies and provides recommendations for improving compliance in public service
