As the Government's policy in rail transportation services in accordance with Law Number 23 of 2007 guarantees safety and security in train travel, it is also necessary to pay attention to speed in accordance with the speed standards set, namely normal speed and high speed, this is to maintain train travel. api (Study on Preparation of Standard Concepts for Normal Speed, High Speed, Monorail and Electric Induction Train Facilities, 2013). In the field of railway track and building infrastructure, before a railway track is declared operational, testing must be carried out. The problem that occurs is how is the safety of rail transportation passengers? The method used is to examine various regulations and provisions related to rail transportation policies in passenger safety related to Law Number 22 of 2007 concerning Railways. In this research, the aim is that passenger rail transportation services are guaranteed by the train service provider, Perum KAI, which is their responsibility. The legal responsibility for the KAI Company is to be the service provider, thus guaranteeing legal certainty is something that is really needed by passengers. Drawing conclusions must guarantee legal certainty for passengers as consumers
